I am most grateful for information contained in your telegram No. 185 to Colonial Office. this I made it plain to the Minister for Foreign Affairs this afternoon that everything had been and was being done to protect Japanese subjects. also expressed my deco personal regret that any should have been murdered in a British colony.

Repeated to Foreign Office and Peking.
